An article here says what my initial thoughts were. Back when you were in school, you had a girlfriend/boyfriend or even just a good friend. You two get in a fight for whatever reason.
So amongst mutual friends, you talk bad about each other. At some point, you two come together and bury the hatchet.
Trump hasn't flip-flopped at all. He got NATO to agree to start paying their fair-share; China is making changes.
